When building a trail, consideration must be given to the the type of recreational activity that will take place on the trail, the allotted land & terrain for building the trail, and the number of people who will be using the trail.

Each trail must have an intended purpose (urban or rural trail) prior to beginning construction, especially when it's time to select the material that will be used for the trail. For instance, a walking path in a residential development should not double as a snowmobile path, nor should a mulched path serve as a handicap-accessible path.
